9.Narrative: During the week of il-15 July 1960, briefings on unidentified aerial
cheromena were given to nambers of the Senate Comsittee on Preparedness, Houne
Armad Foroes Comunittee, House Science and Astronauties Committee and CrA. These
briefings were pronpted in part by the claims of private Uo organizations that Air
Force investigation of sightings left something to be dosired. A result of these
briefinge is that NIC investigate sightings which give indicaticn of having
special significance,

AVCIN-4E has requested AFCIN-4X6 to Initiate the necessary action to obtain the
sim of $3oco. These funds will be used by AFCIN-4E2x to perform on-the-spot
investigations of significant sightings of unidentified aerial phenomena.
The investigation of significant cases of sightings of unidentified aerial pheno-
mena on the seale suggested by the investigating committee is not now within the
capability of AFCIN-4E2x.
The assigmment of one additional officer is considered mandatory in order to
properly perform currently assigned functions as vell as the additional investiga-
tive duties being proposed. The officer so assigned should be rated snd should
possess a technical background if he is to contribute maximm effectiveness in the
investigation and analysis of unidentified serial phenomens.

1959 (Ateh #), specifically requeats that UFo sightings not be elassified unless
necessary due to supporting information, source, or military potential, Najor Priend
pointed out that no case in recent years was classified for ressone of the UFO
sighting itself. Mr Smart pointed out that the private UFo organizations' claims
had a certain amount of weight because of the afriliations of such men os Nige/Admiral

Astronautics Comnittee and CIA. The subject of the briefing was the
Air Force Unidentified Aerial Phenomena Progran, and resulted from a
recent increase in Congressional interest on the subject. This recent
722 surge of interest is due in part to private UF organizations com-
plaining that the Air Force investigations of UFo sightings eft some-
thing to be desired.
2. Mr Robert Smart of the Arned Forces Committee stated that the Air
Force should have both the numbers and the capability to properly con-
duct the program, particularly the area of investigation. This was
subsequently pointed out to mean that the Aerospace Technical Intelli-
gence Center should investigate those cases which give indication of
having high intelligence or scientific potential, and hose which
have an unusual interest.
3. It is estimated that ) estimated that 12-15 cases each year would require investi-
gation by ATIC. It is further estimated that the cost of investigating

per year. It is hoped that utilization of space available military
aircraft will reduce the cost allow us an
extended capability.
4. Investigating these significant cases of sightings of unidentified

$3000.00 available to AFCIN-HE for the purpose of investigating signi-
ficant cases sightings of unidentified aerial phenomena.

interim capability directly from the Office of the Secretary of the

SUBJECT: Congressman Heistand
1. On 13 June 1960, Col Tacker called Major Friend to inform him that
he had been requested to brief Congressman Heistand on the Air Force's
UFO program. The reason for the briefing was that Congressman Heistand
had a s scheduled interview with Mr Harold Salkin. Mr Salkin is one of
the two gentlemen who visited ATIC during the week of 3O May as
Mr Salkin requested the interview to gather information for an article
on the UFO subject which is to appear in an early edition of McCALLS
magazine.

Major Tacker, SAFoI-3d, Hq, USAF, Washington, D. C. called Ma,jor Friend
7 June and advised him that there is a very strong possibility that a
Congressional hearing will be called on UFO. The particular area of
concern is with the lack of adequate investigation. Major Tacker
indicated that during Major Friend's next trip to Washington it might
be profitable to sit down with L&L and discuss the situation. The
probably the cause for this concern was
a case which was brought to the attention of a Virginia Congressman,
and had not been reported to ATIC by Langley AFB. and had not be reported to Allc ; by Langley AFB. Langley AFB was Langley AF'B was
contacted by phone and they gave their reason for not reporting the
incident as the fact that the witness was a chronic reporter of UFO'S
and they did not feel that the case was worthy of investigation. and they did not feel that the case was worthy of investigation.

These recommendations were concerned witht-he investigation of signi-
ficant sightings of unidentified aerial phemnomena. Following the
meeting Col Hall instructed Major Friend, AFcIN-h.2x, to prepare a
short summary of the Unidentified Aerial M menomena P'rogras, and to
outline generally what would be required ta ring the program in line
with Mr Smart's recommendations. This c ondence1 result of
those instructions.
2. For the past l3 years, the United Statees Air Force has been charged
with the responsibility for investi,atingand analyzing reports of
3. Air Force Regulation 2c0-2, dated l4 leaptenber l959, charges ATIC
with overall program responsibility as well as specific responsibility
for analysis. SArof is charged with thelessociated public relations
and SAFLL satisfies Congressional interestes. The Air Force Base nearest
boast more than 500,000 morbers. Por themmost part, persons belong to
these organizations for either financial wain, religious reasons, pure
emotional outlet, ignorance, or possibly use the organization as a
"cold war" tool. The principal claims of chese organizations are that
unidentified flying objects are interplanttary visitors and that the
Air Force is withholding information it mss concerning them.
5. The influential of thecse organizations is the
National Investigation Committee on Aerial Phenomena (NICAP). This
organization is headed by Major Donald E.Meyhoe, U. S. Marine Corps
Admiral R. H. Hillenkoetter,
U.S.N. (Ret), formerly , and Rear Admmiral H. knowles, .S.N.

6. Strenuous efforts by Major Keyhoe and oothers to discredit the Air
Force's handling of the UFo Program have reesulted in two Congressional

in the Red Bluff, California area. These sightings were handled in a
routine manner by the Air Force, but apparently the conclusions did
not satisfy the UFc 0 public.

Force program for investigating and reporting on Unidentified Aerial
Phenomena. meetings, briefings were given to
staff members of the Senate and House Committees concerne rith this
problem.
2. At a briefing on 13 July l960, Mr. Stuart French of the Senate
Committee on Preparedness pointed out that ATIC should I have a capability
to investigate those cases which give an indication of having a high
intelligence or scientific potential, and also, those which generate an
unusual amount of public interest. During the course a joint brief-
ing of members of the House Arned Services Cormittee the House Sciences
and Astronautics Comittee, CIA, and Office of Secretary of the Air
Force on 15 July 1960, M Bobert Smart of the Armed Services Committee
stated thet the investigative capability of Air Force Bases, as currently

Force should have both the numbers and capability to conduct the UFO
operation. This was taken to mean that the Aerial Phenomena Group of
ATIC should investigate outstanding cases. An indication of the high
